PACT Administration


The PACT Program is administered by the Office of State Treasurer Kay Ivey. A ten-member Board of Directors oversees the PACT Trust Fund and approves changes to the PACT rules. There are six merit system employees who handle the day-to-day activities of the Program.

In addition to the PACT Program, the College Savings Programs Division of the Treasurer’s office handles the Alabama Higher Education 529 Fund. This program is administered by Van Kampen Asset Management Inc. These are complimentary programs and both are offered to assist you in your effort to plan and save for higher educational expenses.

PACT records administration is contracted with HDI Solutions, Inc., a company based in Auburn, Alabama. The records administrator is responsible for maintaining customer accounts through state of the art computer software and hardware. Other services are provided through various professionals who specialize in areas such as investment consulting and management, trust fund custody, payment processing, actuarial and auditing services. Most administrative expenses are paid with fees assessed – such as the application and account maintenance fees. A list of administrative fees is available in the disclosure document. There is no state money expended in the administration of the Program.
